There is some confusion here but we believe you can pay around $10 (US) to carry up to 15kg of sports equipment (over which weight normal excess baggage fees will apply. And this applies to kites, surfboards and windsurfing equipment, but we’ve contacted them to clarify this and will update as soon as they get back to us…

Check out Tiger Airways (Singapore) which you pay online for your sporting equipment, windsurf, golf clubs.
But the catch is the quiver bag, which you have to count as another board bag. You can see on the web page where to tick beside the board.
