Except for flights starting from the UK, you're allowed two items of hand luggage which is quite generous. 1 standard article (e.g. roller bags) 23 cm x 40 cm x 55 cm (9" x 15.5" x 21.5") (wheels and handles included in size) 10 kg (22 lbs)...
...plus a laptop or purse.
For Checked luggage, the economy rate is 2 bags at 23kg per bag. Which again is quite generous.

As far as we know Air Canada will not accept windsurf boards at all. If anyone knows better please get in touch and tell us!

Apparently Air Canada no longer accepts windsurfers of any normal dimension. This past year I have driven my small camper truck to Mexico (lots of gear,beautiful country, and fine adventure) and I have flown Air Transat who do still take windsurfers.
There are four levels of service offered by Air Canada, and if you plump for the top two (Lattitude or Executive Class) you get one free piece of sports equipment included in your ticket.
If you're a cheapskate you don't, and have to pay the surfboard fee as follows:
"There is a fixed handling charge for the carriage of surfboards anywhere Air Canada flies: $50 CAD/ $48 USD plus applicable taxes for one-way travel.
Accepted as checked baggage on a space available basis only.
Place the surfboard in a rigid and/or hard shell container specifically designed for shipping.
If not packaged in a container, Air Canada will provide a plastic bag and will accept the item with a limited release form (to be signed at check-in), releasing Air Canada of liability.
The overall measurement of each piece (length, width, and height) must be less than 115 inches (or 292 cm) and no longer than 80 inches (203 cm)."
