After some prompting, Jetblue had this to say: "Thank you for your response. We regret that our previous email did not answer your questions. Kite surfing is a fairly new sport and we do not have it listed on our website at this time.
After doing a little more research, the best we can advise based on the information for kite surfing available on the internet, we assume that the type of board used would be similar in size or slightly smaller than a surf board. If this is the case the surf board fee would apply, if the board being used is larger than a surf board then the fee for windsurf equipment would apply.

Windsurfing Equipment
Wind surfing equipment is not accepted on flights to/from the Dominican Republic due
to checked baggage size restrictions.
Windsurfing equipment is accepted for a fee of $50 each way.
One item of windsurfing equipment is considered:
One windsurfing board with an aluminium (or similar type material) wishbone
style boom and one mast with a maximum length of 15 feet and a sail.

Surfing Equipment
Surfboards are not accepted on flights to/from Bermuda or the Dominican Republic
due to checked baggage size restrictions.
Surfboards are accepted on domestic flights for a fee of $25 per board each way
and will count as one of your checked bags. It is recommended that surfboards
travel in a hard-sided, rather than soft-sided, case to prevent damage; one
surfboard per case.
