From the website:
"Taking along surfing equipment always involves a charge. (Only boogie boards may be included in the free allowance.)
Weight system:
The special rates for surfing equipment weighing up to 20 kg are found in the sports equipment table. For every kilo over 20 kg that your equipment weighs, you will also pay the standard excess baggage rate.
Piece system:
A surf equipment is always considered 1 piece of excess baggage. The standard excess baggage rate will apply.
Equipment: One set of windsurfing equipment may consist of a board, mast, sail and boom. One set of kite-surfing equipment may consist of a board or a kite bag.
Restrictions: Surfing equipment cannot travel aboard Fokker 50 aircraft. If your equipment exceeds 32 kg or 2.90 m, please contact KLM Cargo for shipment."
This sounds very complicated, but boils down to a fixed rate charge of 20 euros for domestic flights, and 40euros for non domestic flights in nearly all cases.

If you have flown with, or know a good tip specific to this airline, please
let everyone know by rating it and leaving a report here. Some airlines
don't apply (or even know) their own kit policies so it's useful to see
other people's experiences flying with them …
